He said that the plans include the installation of fibre up to the cabinets on the street side. This however was criticised by those present as being too limited a step for high-speed broadband.

Livingstone defended BT’s plans, however, by saying that there wasn’t enough demand for FTTH (Fibre-to-the-home). FTTH networks would incur a huge expense and the customers were not ready to pay for the added costs. Thus, he said, such an installation would not be economically viable for the company.

The panel arrived at the issue while debating the merits of government intervention to help the spread of high-speed broadband by introducing regulations or by subsidising the efforts of the ISPs.

The one-day summit had been organised to provide a platform for discussion on the report prepared by Lord Carter that outlines proposals for improving the digital infrastructure in Britain.
